Donna Rozell, MSW

Donna began her journey in the field of child welfare working for the state of Kansas as a social worker responsible for family services and investigations. She transitioned to Youthville as a case manager in 1997 when privatization of foster care services in Kansas first began. Through continued education and experience at the various levels of leadership within the organization, Ms. Rozell was promoted to the position of Chief Program Officer of Permanency Services in June 2009. Ms. Rozell learned child welfare from the ground up, working as a Case Manager, then Supervisor, to Director and then Program Officer.
Ms. Rozell has over thirty years of practical experience in working with individuals and their families. She has held positions in a variety of agencies, serving clientele ranging from school age to the geriatric population. The positions have required her to develop skills in relationship building and program development and implementation with a balanced approach to problem-solving.
As Chief Operating Officer , Ms. Rozell currently oversees departments responsible for directly providing services to families and children in out-of-home placement and at risk of out-of-home placement in Douglas and Sarpy Counties in Nebraska. Services to promote maintaining family units, reunification, foster care and adoption are provided. She is also responsible for ensuring the agency meets projected contract expectations and outcomes and promotes program compliance with state and federal mandates.
Ms. Rozell earned a bachelor's degree in social work from Southwestern College and a master's degree in social work from the University of Kansas. She has successfully earned an Executive Certificate for completion of the Juvenile Justice and Child Welfare Multi-System Integration Program at the Georgetown University Public Policy Institute.
